చంద్రబాబు ఐదేళ్ల పాలనపై ‘సిట్’

      అమరావతి, ఫిబ్రవరి 21: మాజీ ముఖ్యమంత్రి చంద్రబాబు నాయుడు  ఐదేళ్ల ప్రభుత్వంలో జరిగిన అవకతవకలు విచారించేందుకు వైసీపీ జగన్ ప్రభుత్వం సిట్ (SIT - స్పెషల్ ఇన్వెస్టిగేషన్ టీమ్ –ప్రత్యేక దర్యాప్తు బృందం)ని నియమించింది.  ఆ ప్రభుత్వంలో అవకతవకలు జరిగినట్లు  మంత్రివర్గ ఉపసంఘం నివేదిక ఇచ్చింది.  ఆ సంగతి తేల్చేందుకు ప్రత్యేక సంస్థ అవసరమని నిర్ణయించి... సిట్‌ ఏర్పాటు చేస్తున్నట్లు జీవో విడుదల చేసింది. ‘‘రాష్ట్ర విభజన తర్వాత... నవ్యాంధ్ర అభివృద్ధిపై ప్రభావం చూపించేలా తీసుకున్న ప్రధాన విధానాలు, ప్రాజెక్టులు, పథకాలు, ఏర్పాటు చేసిన సంస్థలు (కార్పొరేషన్లు, సొసైటీలు, కంపెనీలు మొదలైనవి), ఇతర కీలకమైన పరిపాలనా నిర్ణయాలపై 2019 జూన్‌ 26వ తేదీన మంత్రివర్గ ఉపసంఘం ఏర్పాటైంది. ఈ కమిటీ తన తొలి నివేదికను ప్రభుత్వానికి సమర్పించింది. సీఆర్డీయే పరిధిలో భూముల కేటాయింపుతో సహా పలు ప్రాజెక్టుల్లో విధాన, న్యాయ, ఆర్థిక పరమైన అవకతవకలను, మోసపూరిత లావాదేవీలను గుర్తించింది. దీనిపై నిశితంగా చర్చించిన తర్వాత... ఈ మొత్తం వ్యవహారంపై ఒక ప్రత్యేక ఏజెన్సీతో దర్యాప్తు చేయాలని నిర్ణయించినట్లు ఆ జీవోలో పేర్కొన్నారు. గత అసెంబ్లీ సమావేశాల సందర్భంగా ఈ అంశాలపై సమగ్ర దర్యాప్తు జరిపించాలని స్పీకర్‌ కూడా ప్రభుత్వాన్ని ఆదేశించారని గుర్తు చేశారు.

‘సిట్‌’కు దిశా నిర్దేశం...

సిట్‌ పనితీరు - విధి విధానాలను కూడా జీవోలో పొందుపరిచారు. దీనిప్రకారం... సిట్‌ అధికారులు క్రిమినల్‌ ప్రొసీజర్‌ కోడ్‌ (సీఆర్పీసీ) ప్రకారం ఆయా అంశాలపై విచారణ చేయవచ్చు. కేసు రిజిస్టర్‌ చేసి దర్యాప్తు చేయవచ్చు. అలాగే... సంబంధిత సమాచారాన్ని అవసరమైతే రాష్ట్ర - కేంద్ర ప్రభుత్వ దర్యాప్తు సంస్థలతో పంచుకోవడంతోపాటు సమన్వయం చేసుకోవాలి. అంతేకాదు... తాము దర్యాప్తు చేస్తున్న అంశానికి సంబంధించి ఏ వ్యక్తినైనా, అధికారినైనా పిలిపించుకుని, వారి వాంగ్మూలం రికార్డు చేసుకునే అధికారం కూడా సిట్‌కు ఉంటుంది. ఇక... ఆయా అంశాలకు సంబంధించిన ఎలాంటి రికార్డులనైనా తెప్పించుకుని పరిశీలించవచ్చు. సిట్‌కు అన్ని శాఖలు, అందరు అధికారులు సహకరించాల్సిందే. ఇదే జీవోలో ‘పోలీసు స్టేషన్‌’ ప్రస్తావన కూడా తీసుకొచ్చారు. ‘సిట్‌’నే ఒక పోలీసు స్టేషన్‌గా పరిగణిస్తారని స్పష్టం చేశారు.

సాధారణంగా ఒక సంచలన సంఘటన, విస్తృతమైన పరిధి ఉన్న అంశంపై సమగ్రమైన, ప్రత్యేక దర్యాప్తు కోసం సిట్‌ ఏర్పాటు చేస్తుంటారు. ఉదాహరణకు.... వైఎస్‌ వివేకానంద రెడ్డి హత్యపై పోలీసు అధికారులతో సిట్‌ ఏర్పాటు చేశారు. విశాఖ భూముల లావాదేవీలపైనా సిట్‌ వేశారు. ఇందులో భూములతోపాటు మోసం, నేరాల కోణం కూడా ఉండటంతో రెవెన్యూతోపాటు పోలీసు అధికారులను నియమించారు. కానీ... ఇప్పుడు నిర్దిష్టంగా ఒక్క అంశంపై కాకుండా, ‘హోల్‌సేల్‌’గా ఐదేళ్ల కాలంలో తీసుకున్న అన్ని కీలక నిర్ణయాలపై సిట్‌ వేయాలని నిర్ణయించడంపై అధికార వర్గాల్లోనే విస్మయం వ్యక్తమవుతోంది. పైగా... సిట్‌ అధిపతితోపాటు సభ్యులందరూ పోలీసు విభాగానికి చెందిన వారే. చంద్రబాబు ప్రభుత్వ హయాంలో 50కి పైగా విభాగాలు తీసుకున్న నిర్ణయాల్లో లోటుపాట్లపై వీరు దర్యాప్తు చేయడం సాధ్యమేనా? పాలనా నిర్ణయాల్లో లోటుపాట్లపై వీరికి అవగాహన ఏముంటుందని అధికారులు ప్రశ్నిస్తున్నారు.

అదీ ఇదీ అనేమీ లేదు! ‘హోల్‌సేల్‌’గా... సిట్‌! రాష్ట్ర విభజన తర్వాత చంద్రబాబు ప్రభుత్వం ఐదేళ్లలో తీసుకున్న, అమలు చేసిన అన్ని  ప్రధాన నిర్ణయాలు, అప్పగించిన కాంట్రాక్టులు, ఏర్పాటు చేసిన సంస్థలన్నింటిపైనా దర్యాప్తు జరిపించాలని జగన్‌ సర్కారు తీర్మానించింది. దీనిపై ఇంటెలిజెన్స్‌ డీఐజీ కొల్లి రఘురామ్‌ రెడ్డి నేతృత్వంలో... మొత్తం 10 మంది పోలీసు అధికారులతో ప్రత్యేక దర్యాప్తు బృందం (సిట్‌)ను ఏర్పాటు చేసింది. దీనిపై సాధారణ పరిపాలన విభాగం (పొలిటికల్‌) ముఖ్య కార్యదర్శి ప్రవీణ్‌ ప్రకాశ్‌ శుక్రవారం రాత్రి జీవో నెంబరు 344 జారీ చేశారు.

చంద్రబాబు ఐదేళ్ల పాలనపై ఉన్నతస్థాయిలో మంత్రివర్గ ఉపసంఘాన్ని ఇదివరకే నియమించారు. కేబినెట్‌లో నంబర్‌ 2 లాంటి బుగ్గన రాజేంద్రనాథ్‌ రెడ్డి, పార్టీలో నంబర్‌ 2గా భావించే విజయసాయి రెడ్డి, అధికారుల స్థాయిలో ద్వితీయస్థానంలోని అప్పటి ప్రత్యేక సీఎస్‌ (రెవెన్యూ) మన్మోహన్‌ సింగ్‌ ఇందులో సభ్యులు. వీరు గుర్తించిన అవకతవకలపై ఇంకా లోతుగా దర్యాప్తు చేయాలంటే... మరింత ఉన్నతస్థాయి కమిటీతో దర్యాప్తు చేయించాలి. అలా కాకుండా... డీఐజీ స్థాయి అధికారి నేతృత్వంలో సిట్‌ వేశారు. అందులోనూ... ‘సిట్‌ ఏ వ్యక్తినైనా/అధికారినైనా పిలిపించవచ్చు’ అని స్పష్టం చేశారు. చంద్రబాబు హయాంలో కొన్నాళ్లు సీఎస్‌గా పనిచేసిన, ఇప్పుడు కేబినెట్‌ ర్యాంకులో సలహాదారుగా ఉన్న అజేయ కల్లం లాంటి వారిని డీఐజీ ర్యాంకు అధికారి పిలిపించడం సాధ్యం కాదని... తాము టార్గెట్‌గా పెట్టుకున్న ‘కొందరు’ వ్యక్తులను విచారణ ముందు నిలబెట్టి, ఇరుకున పెట్టేందుకే ఇలాంటి నిర్ణయం తీసుకున్నట్లుందని అధికార వర్గాలు చెబుతున్నాయి. సిట్‌ ఏర్పాటు ఉత్తర్వును శుక్రవారం సాయంత్రమే వెబ్‌సైట్‌లో అప్‌లోడ్‌ చేసినప్పటికీ రాత్రి 9 గంటల వరకు దాన్ని రహస్య జీఓగా ఉంచారు. ఆ తర్వాతే విషయాన్ని బయటపెట్టారు. ఏ అంశంపై నియమించిన సిట్‌ అయినా ప్రభుత్వానికి నివేదిక సమర్పిస్తుంది. అంతటితో దాని బాధ్యత పూర్తవుతుంది. నివేదికపై తదుపరి చర్యలు ప్రభుత్వమే తీసుకుంటుంది. కానీ... ఈ సిట్‌కు ప్రత్యేకంగా ‘పోలీసు స్టేషన్‌’ హోదా కల్పించడం గమనార్హం. దీని ఉద్దేశం ఏమిటనే అంశంపైనా చర్చ జరుగుతోంది.

ORDER:

1. In the G.O., read above, a Cabinet Sub-Committee was constituted to review Major Policies, Projects, Programmes, Institutions established (Corporations, Societies, Companies, etc), and key Administrative Actions since Bifurcation of Andhra Pradesh State on June 02, 2014 impacting State’s Development. The SubCommittee presented first part of the report to the Government, which highlighted the various procedural, legal and financial irregularities and fraudulent transactions concerned with various projects, including the issues related to land in the CRDA region. After thorough discussion and subsequent acceptance, the Government decided to get the issue enquired by a specialized agency. During the discussion held in the last session in the Andhra Pradesh Legislative Assembly, on the above stated report, the Hon’ble Speaker of the Legislative Assembly directed the Government to initiate a systematic and comprehensive investigation into the subject matter.

2. After careful examination of the matter, the Government have decided to constitute a Special Investigation Team (SIT). The Terms of Reference of the SIT are at para 4 below.

 3. Accordingly, Government hereby constitute a SIT consisting of the following Officers:

4. The SIT will have the following terms of reference:

i. To enquire, register, investigate and conclude the investigation according to the provisions of CrPC, on the subject matter.

ii. To function as a nodal single point contact, including for sharing of information and coordinating if necessary, with the State and Central Investigating Agencies.

5. The SIT would have powers to call for any person/officer in connection with the enquiry and investigation, to record his/her statement as per the provisions of CrPC.

 6. The SIT can call for and examine any record pertaining to the issues / land transactions in various aspects.

7. All Departments and officers shall provide necessary assistance to the SIT for proper discharge of its functions.
